AGCO Fines Great Canadian Entertainment for Allowing Minors to Gamble
The Alcohol and Gaming Commission of Ontario (AGCO) has recently imposed penalties totaling CAD 151,000 ($108,542) on Great Canadian Entertainment for alleged violations at three of its casinos. The fines were a result of the company’s failure to prevent minors from gambling on four separate occasions.
Minors Access Toronto-Area Casinos
AGCO’s investigation revealed that minors were able to access and gamble at Great Canadian Entertainment’s Toronto-area casinos, including Casino Ajax, Pickering Casino Resort, and Great Canadian Casino Resort Toronto. Two of the cases occurred at the latter property, while the other two properties each had a single violation.
It is crucial for Ontario’s gaming operators to uphold high standards in preventing underage gambling. According to AGCO’s regulations, casino employees must possess the necessary skills, experience, and training to verify the age and identity of patrons and prevent minors and self-excluded individuals from participating in gambling activities.
Fines Imposed on Casino Properties
Great Canadian Entertainment has been fined $108,542, with each casino property incurring a specific penalty. Casino Ajax and Pickering Casino Resort were fined CAD 50,000 each for violations of the Registrar Standards. Meanwhile, Great Canadian Casino Resort faced a higher penalty of CAD 51,000 due to multiple violations.
Under Ontario’s rules, Great Canadian Entertainment has the option to appeal these fines to the Licence Appeal Tribunal (LAT), an independent adjudicative body separate from AGCO.
AGCO CEO’s Response
Dr. Karin Schnarr, CEO and registrar of AGCO, emphasized the importance of Ontario casino operators in preventing underage gambling. Operators have a responsibility to ensure that minors are not allowed to participate in casino activities, including slot machines and table games. AGCO will continue to monitor and enforce these regulations to protect vulnerable individuals.
The announcement of fines on Great Canadian Entertainment comes shortly after AGCO settled an investigation with Woodbine Entertainment regarding previous incidents related to horse racing.
