The Autorité Nationale des Jeux (ANJ), France’s gambling regulator, recently imposed a record fine of EUR 800,000 on SPS Betting, the operator of the Unibet brand in France. This hefty penalty was due to a serious self-exclusion failure, marking the largest fine in the ANJ’s history and underscoring the gravity of the situation.
Unibet’s Self-Exclusion Malfunction
According to the ANJ, Unibet experienced a significant malfunction related to self-exclusion, which persisted for an extended period. The issue was limited to iOS users and lasted for nearly two years, from March 2021 to December 2022, before being rectified by Unibet. While the ANJ could not confirm the exact number of self-excluded players who utilized the betting services during the malfunction, estimates suggest it should not exceed 100 players. SPS Betting reported that over 4,500 player accounts were affected by the issue, regardless of whether they placed bets. The ANJ, on the other hand, estimated the impact on 6,754 accounts.
Severe Violations and Consequences
Due to the severity of the violations, the prolonged nature of the malfunction, and the inadequacy of the initial corrective actions, the ANJ decided to levy its highest fine ever. The regulator stressed the importance of self-exclusion in regulated online gambling and the need for all companies to adhere to these rules. Additionally, Unibet had previously been fined twice in France, with the most recent penalty stemming from a violation of France’s return to player (RTP) limit of 85%.

Unibet faced scrutiny in the Netherlands in January for attempting to block lawsuits from former players who lost money before the company was regulated in the country. Meanwhile, France implemented a tax hike on certain gaming products, despite initial plans to abandon the increase.
